Disabled Persons Freedom Pass gives people free travel on: 

  • most public transport in London 24 hours a day 

  • most National Rail services within the London area after 9.30am, including all day at weekends and on public holidays.  

  • local bus services in the rest of England under the terms of the Concessionary Bus Travel Act 2007. 

Section A: Automatic Eligibility 

You can apply for the Disabled Persons Freedom Pass if you are over the age of 5 years old, your sole or principal residence is in London and you have any of the statutory disabilities listed in the Transport Act 2000. 

If you have one of the following benefits and if you can submit current proof of entitlement dated within a year showing current residential address in Newham, provided the benefit is expected to be for at least 12 months, generally you are automatically entitled to the Freedom Pass subject to periodic review. 

  • Higher Rate of the Mobility Component of Disability Living Allowance (HRMCDLA) 

  • Personal Independence Payment (PIP). If you have been awarded 8 points or more against the ‘moving around’ or ‘communicating verbally’ components of the award

Residents of the borough whose disability has a substantial effect on their ability to carry out normal day to day activities and who have a disability which is permanent or which may last for at least 12 months may be entitled to a Disabled Person’s Freedom Pass. 

To be eligible you must meet one of the seven criteria for statutory disabilities set out in the Transport Act 2000.

60+ Applicants: You do not need to fill in this form if you are aged 60 years or over, as you might be eligible to apply for either a 60+ London Oyster Photocard or an Older Persons Freedom Pass. If you believe you are eligible for a Disabled Freedom Pass, you are still welcome to apply, however, if you already have an Older Persons Freedom Pass you will be asked to surrender this.
